OP, try the following: When the watch has stopped, open it with extreme care in order to not make it start working. Then observe the balance. Is it rotated from the initial (zero) position and blocked? Such blocking is usually caused by the guard pin pressed to guard roller. Will it be enough to return the balance to zero position for the watch to start working? -

OK, now You have two places where coils touch and this will be cause of loosing a lot of amplitude. They are marked with ovals. Also, You will see marked with arrows increased gaps between coils. Touchings and gaps with equal color are caused by one reason. Now how to repair it: You have distorted portion that is marked between the orange ovals. All the problems are caused within this portion. So You have to rectify this portion, this will need #1 bending in several places. #1 means to grasp with sharp and strong tweezers and apply pressure with needle to bend.Places for grasping are marked with small green ovals and places and directions for applying pressure with needle are marked with green arrows. Every separate place is rounded. The work will be done when the whole portion will get smooth, placed on equal space from the 6th coil and outside the portion, the 7th coil continues with the same distance from 6th coil If You are lucky, after the rectifying of the portion, the spring will remain in one plain. But if it bends a little out of plane, then twist again in the portion to bring it back in plane, then check again if concentricity correction will be needed... The overcoil looks like it needs some attention too. -
Fully wound I presume ? End shake adjust in escapement is significant, if excessive then fork pallets and escape teeth interface change in different positions, thus small misalignments let pallets face or escape teeth to extremes of free play interval, where escape teeth can't escape. So when adjusting end shakes, you want fork pallets and escape teeth in one plane with minimum end shakes.
