It sounds to me like it's a hairspring problem. Are you sure it is the correct one. As already explained teeth and pinion count are correct.

In his post, @Roll1ex wrote that a new axle has been installed by his watchmaker. Thus, we can rule out wear of the axle.

Hi. Bit of a difference now, as OldHippy said as long as the belt is in line with the pulley it’s ok. With the reversing lever on the right end it keeps your fingers away from the pulley / belt area.
