Wheels behaving badly.

Check if the fork to escape wheel flutters, the bad guy could be teeth of escape wheel, otherwise its back to usual faults namely  pinion leaves, gear teeth, excessive side shake  between neighboring gears even bent arbour or worn jewel holes.

Judging by the vid, its most likely bad pinion leaves or gear teeth.

That is not a video, but an animated GIF which the OP made instead of uploading to Youtube  an high frame rate video with sound and posting the link. That would have allowed a better guess about what's going on.

The other thing missing is a timegrapher picture. If the OP doesn't have one, and he is serious about repairing movements, he should definitely get one, or an equivalent application and suitable microphone.
