This seems a bit short. Maybe residual moisture... your drying chamber's heater is working properly, I assume?

This is possible to do, but also can be quite difficult. When I have done it, you have to spread the top of the brass tube to the hand with a staking set. Then you will most likely need to repaint the hand. Its often easier to buy replacement hands, and like stated above, on chronographs the hands are generally viewed as consumables at service. -

For cutting a slot in the head, its best to use a file, like a slitting file. Before I had a slitting file, I would start the cut with a 3-square escapement file. Much easier to control the accuracy of the cut over a saw blade that wanders. Once its 50 or so microns deep, then id switch to a saw blade.
