Perhaps a movement holder.

With there being no adjustment i did think it could be a case holder for a specific watch.

From my online research and doing an image search, that is a Heuer Tool 033. It is supposed to be used for opening a Heuer Monaco case. That's all I managed to find. As to how it's used, we can only speculate.

Hi. Probably designed to give you a better grip on the watch whilst removing the bezel and back, can’t see much else use for it. Another piece of superfluous gadgetry

On watchguy.uk you can find this document about Heuer Cal. 11 complete. On page 34 the tool for opening the famous Heuer Monaco is mentioned.
