I would like to think that they have a high degree of responsibility especially If fraud is being carried our using eBay to facilitate it.

By law they don't unless is proved that they were intentional accessories in crime - which is unlikely. I think they do a reasonable effort to guarantee fair a law obeying transactions, which must not be easy when handling millions of transactions per month.

Over the many years they existed they accumulated a large number of haters and even class action, which is understandable

Btw personally I don't use ebay for selling watches because the fees are too high, and I use paypal with fees on buyer, which also makes that payment cannot be disputed.
