Best light color in workshop

That would come down to personal preference but 5500k bulbs would produce a more natural daylight balanced light, or you could go all 18th century and buy a oil lamp and fill it with whale oil and reflect on how lucky we are today

My fluorescent worklight has a colour temperature of 5000K through its daylight bulb, and the microscope light I'm using is 5500K (it's a LED angel eye from a BMW).  The microscope light is harsh and tending blueish but picks up every detail in the watch under examination, so I like it very much.  The fluorescent light floods the work surface with a soft light, so colour temperature matters less to me for that application because the softness is easy on the eyes.  Halogens IMO would not work for me; too hot in use and too spotlight like.
