This is Mohammad,Am in touch to you from Iran.recently i have gotten a eco-drive citizen from a customer for repairing,its a eco-drive radio controlled citizen and the problem is for setting up,which the steam does not work and its simply get out by pulling.

Setting lever which prevents the removal of the stem is probably damaged or bent

Without removing the module from the case and checking the keyless work on can only guess That as redwood said that the setting lever is either misplaced or broken. But it will have to be removed from the case and dial and hands removed to expose the setting lever .

For a start, disclose the movement to identify its caliber, a datasheet for it may be available.

Welcome here. You had the right input to diagnose the problem, I just wanted to add that this kind of repair may be possible even without hard to obtain spare parts, but it's outside the the domain of regular owner. Locate a reputable watchmaker locally and bring your piece there for a reasonably priced repair.

watch for the removal lever while you pull the crown in and out.It may show itself.
