X-acto, England or US?

I' ve got a lovely NOS  X-acto knife at the local model shop, which looks ideal to open study snap-on case backs. He told me that is at least 40 yrs old.
But I think at that time they were a bit confused on where it was made, blister say USA, handle and blade say England. Your take?
