I presume you're looking for "not break the bank" as Bergeon and Horotech are standard. The set that I believe used to be A&F on the Cousins site are pretty good - Cousins Swiss Style Stainless. I've seen a lot of people recommend the Kwong Yuen set, though care to be taken with respect to the blade diameters. Everyone is going to recommend you get good quality tweezers, though I've (so far) got by with Vetus and Cousins brass ones. Good luck 😉

Reaming a 0.99 hole up to 1.09mm is pretty safe (one "size"). Reaming a pivot sized hole up to a jewel size, even a really small one, is almost certain to cause the hole to drift location. The best is in the faceplate, using a slide rest to bore out the hole. -
So reaming would be better than trying to drill?
