Enlarged jewel? Eroded pivot? Side tilt?

so I cleaned an 8 day, jeweled, desk clock movement with balance wheel type escapement and apon putting it back together I noticed the plate side fork jewel and the escape wheel jewel were so open that both the fork and escape wont stand up straight enough to mount their bridge without considerable fiddling.

The jewel holes do not look damaged but theyre obviously too big.  

Whats an acceptable arbor side tilt?  If this were a regular clock movement I would definitely bush these pivot holes

So whats the rule of thumb for replacing jewels?  And is it the jewel hole itself that has enlarged or the pivot has been reduced by wear?

As far as the amount of wear and on which part it is likely  they both are but it is always wise to check them out just to be sure you are not over doing it it may be one is worse than the other . A worn pivot can be filed and burnished and compensated for by fitting a new bush or jewel.
