Reaming a 0.99 hole up to 1.09mm is pretty safe (one "size"). Reaming a pivot sized hole up to a jewel size, even a really small one, is almost certain to cause the hole to drift location. The best is in the faceplate, using a slide rest to bore out the hole. -
So reaming would be better than trying to drill?

I can only suggest, to try it, if it doesn't work, relume the whole hand. -

That might have been me. We did it with wrist movements (12 ligne or so). We did line up the parts in the faceplate, but- and it's a big one- we then drilled out the holes. The idea being the drill will follow the center of the revolving part. And that's just not how it works. If I have to open a hole more than one reamer size (and usually even then) I do it in the faceplate, but using the slide rest and a boring tool to open the hole. One project I used to work on required about 20 holes opened this way, down to 0.69mm, so I got pretty quick at it (did like 55 of those pieces). Being able to quickly center up a part on the faceplate and go to it with a proper tool is important enough in what I work on that I have dedicated machines for just that, and they get used frequently. So yes, you could jewel a non-jeweled movement, but it would have to be done with extreme care if you don't want to make things worse.
