How To Set Time On Vintage Pocket Watch

Hello again.

I am trying to find out how to set the time on this vintage Ingraham Viceroy pocket watch and wanted to know if anyone here know how or have any idea how to go about it? In the attached photo there is a wheel which might be the thing but after trying to move it real easy and it won't move, I figured I'll better ask here first before starting to move things all over.

its a stem set, but might be rusted or jammed.  if you can get the stem out,  "the tale will be told".  vin

Great. It seems that it was jammed and I didn't want to force it, thinking maybe it works differently. Thank you.
