Yes and it does help to use the right oil. The original thought was because the loads are extremely light that no lubrication was required. If you look at some of the early tech sheets there's no lubrication. But it was found that lubrication is required. So basically has to very light oil. Moebius does make a special oil for this Moebius Quartz Watch Oil 9000. Then currently ETA for the quartz watches their recommending Moebius 9014 or Moebius 9034.

If you don't have specific oil for quartz watches, I would imagine its better to leave plastic wheels un-oiled.

Oils are not generally designed for plastic and I would imagine there's a risk of material damage unless the oil has been designed specifically for quartz watches.

In the early days of plastic parts, they were lauded as being perfect for watches as they did not require lubrication. The general consensus nowadays is that they should be oiled, but only with suitable oils.
