Turning gear cutting tool on a lathe?

Still wotking on the Nachtigall movement. Besides the Ellipsenstein it is needed the center wheel repaired or replaced. It has some broken teeth and some seems to be bent. I could replace some segments from other gear but it will look like a big mess. 

To make a new gear a gear cutting tool is needed wich is expensive and/or nowhere to find. So is was thinking how about turning one on the lathe? After hardening it could easily cut a thin layer of brass. Made someone a tool like that here? Any advice how to do it would be appreciated. 

My plan is to first make a circular steel plate, then turning the negative tooth form while trying it on the healthy gear teeth. Then making simple radial cuts in the plate. Finally hardening it in carbon powder. What do You think?

How are gear teeth measured and how can i find the proper cutting tool?

Meanwhile, started tinkering with a DIY cutting tool. The concept looks like this:

But this one is yet far from the correct shape. I hope i can finish the cutter today.
