Learn about making parts?

I would be interested in learning what's the most efficient way to make basic parts in small batches of 10-100. E.g. stems, pinions/wheels, levers. Basically repeated lathe work with some CNC added? There is not much available material on the specific subject as there is for general watchmaking. Books? Toolmakers? If I go to China where they make movements, which city would be the best to start with?

I learned how to make parts from my master in a very good equipped workshop, gradually making and adapting tools for the lath to achieve the goals that I set myself. I wouldn't think you need to go to China I would have thought you could find a collage in your country how about Switzerland.
