Tool Id And Use

I got this in some bits and bobs from a retired watchmaker and was wondering what it was and how to use it .

its marked Favourite and almost tweezer like 9cm long 12mm wide with grooves of different sizes ,they are not all different and the 3 on the tips look about the same width

I used to use them for holding a hand while I would enlarge the hole.
