These brass tools have conical ends of various sizes...???

probably factory made but they could also be made by students in watchmaking schools. Often times for lathe projects stuff like this would be made.

Then yes they are the jewel pushing tools for pushing out balance jewels.

for instance here's an example of what the Elgin College was having the students make. At the bottom are the jewel pushers I just gave you the whole page
