Rolex 3035 sucker punching me ( cant get the balance to move)

Working on a 3035 calibre rolex movement. Replaced the Balance wheel, checked balance upper and lower jewels , checked pallet fork and they "seem" to be okay. And no matter what I do the balance wont get moving. Any tips or suggestions? There is a regulating screw that is apart of the balance cock but I cant even get the thing to run for a few seconds to feel that it would be an impact to manipulate it. Im going to clean it a second time and see if I run into anything. And as of this post I'll post picks tomorrow.

Sorry I have taken so long to Reply and thanks for the post. But I have so wrapped in this watch i've lost tracked of everything else haha. But I figured it out. One of the pivots for the pallet fork was broken so the impulse jewel wouldnt catch . 😅
