Help broaching hairspring collet.

I plan to resize this collet hole ( see photo ) without detaching the hairspring, it needs to be  fixed secure on a tool of some sort to get braoched. 

Any idea on a suitable tool ?         Besides repeatabilty the tool is to be simple to make.

I don't think you could beat a hand broaching tool; wide range of hole sizes and it clamps very securely.
