Tightening setting lever screws and unable to set time

I'm assembling a Herman Becker 1161 that was in working order before cleaning. After tightening the setting lever spring screws I am no longer able to turn the winding stem in the setting position. If I loosen the screws on the setting lever spring I can turn the winding stem just fine. Any thoughts as to what could be the issue?

Sonds like the nib on the setting piece is biting into the stem and preventing it from turning,  When cleaning the parts have you by chance lost a washer/distance piece that prevented it from bottoming ?

Sorry, in my title I said setting lever instead of setting lever spring.

Yes, it's fully seated and lubricated.

Yep, that was it, thanks 🙂 What is odd is that when I was stripping the movement down I also was making a video of it for this very reason and as I removed that part I noted that the chamfered part of the wheel faced up, which it is in the above photo, but it actually needs to be oriented with the chamfered edge facing down.
