Levin 8mm lathe headstock disassembly

I have Levin lathe that hasn't been used in a while. It is missing the oil cup dust caps and I want to disassemble the headstock to thoroughly clean before using. I removed the cone bearing, but I cannot seem to release the belt pulley. There is a tiny grub screw which I backed off, but it's pretty well stuck and I don't want to force it. Any thoughts?

Also - I need to get replacement covers for the oil wells. I notice that the tap is the same size as a standard collet!!! You can see that in the last pic. Anyone know what that thread size is?
