For the balance wheel that does not have screws the drill in the picture is a circuit board drill. Basically is just a carbide drill. Just do a search on eBay for pcb drill and quite a few come up.

Then for watches with screws the preferred method is  undercutting to reduce the weight. The PDF below shows one version of the tool explains how it's used. Then the next link is another version of the tool that's more common. The Elgin tool I don't think I've ever seen a cutter like that but a nice picture of what you're trying to get.

The title is incorrect it's not an under Cutter. If you look at the pictures it's a drill will put a little hole in the center the screw. Not the preferred method because it's visually obvious that it's been done especially assemblies extreme about it.

It would've been nice to see more pictures of this tool? Then link below shows a earlier version of I think the same tool sort of. Earlier version for just holding the balance wheel fancy version looks like it's actually holds the drill Then on the simple version I've seen another variation of it where there's a arm that comes up holds the balance wheel versus a person's finger.

Only found a picture of it on google search . But there must be more info on the net. Maybe on  Bergeon site?

One thing for sure? It ain't going to be cheap.
