A had service this watch today. I could hear the Beat of the Watch running but the second hand he's not working what can be the issue.

The circuit will give an impulse to the rotor if the battery and circuit are good, and this is audible and gets picked up by machines. But- if there is a blockage in the train, the hands don't move. A typical blockage is a sliver of metal from a screw (from wrong size screwdriver for example) that will almost inevitably make its way to the highly magnetic rotor.

Something may be blocking the gear train.

It may also just need a blip on a magnetic field generator to loosen the movement and get it running (common on old quartz that have been sat a while).

Does the second hand twitch but not move?

What have you actually done to service this movement?

Battery tester is just the contacts at the bottom which is why the meter isn't showing anything.

Hi. As Andy said a little help from a line release machine may help to free the train.  But before doing anything verify the battery voltage is 1.55 volts. I have had batteries of  1.2volts fail to drive a watch. Use a pulse checker to verify thr circuit block is pulsing a the coil is good . Failure in any of these areas  the watch will not work.  Using a high magnification loupe you can usually see the rotor stepping. What did you do in respect of a “service” a complete dismantle and rebuild ??
