Omega 562 - balance rusted

Hi 

I have a quite challenging project that I hope you can advise on. 

The stud holder screw broke when unscrewing and the regulator is stuck due to rust. The regulator screw is stuck as well. 

I have complete balances from cal. 601/610/611 and was thinking to replace the wheel (if I can't get it out without damaging it, even if its fine) and the regulator on the cal. 562. Can't replace it completely with 600 series as the bridge on 562 is shaped so the rotor can turn. 

If I put it in a vinegar bath and dissolve the screws, would it dissolve other any other steel parts?
