Pocketwatch overbanking

Hi, I’ve only been doing hobbyist watchrepair for about half a year. In the last weeks I’ve been buying defektive pocketwatches like Crazy. 
One of them is a Nice looking zenith I really want to get going, that had an overbanked balance when I got it. First I thought it had only been put together wrongly since it was totally covered in oil. So I took out the balance and placed it back in in the correct orientation and the watch started ticking, but after about 30secs the watch stoped and the balance was once again or of action. I took the movement apart and checked the escapewheel and ancor interference.  Which seems fine. 

I also tried to check the safety pin by only putting in the balance (without the hairspring) and the anchor. I tried to push the anchor in the opposite direction with a fine oiler while slowly rotating the balance wheel, but I could not get the escapement to overbank. The only thing I noticed is that when I took the balance of the main plate it felt a little stuck. The balance is spinning kind of freely but seems to stop a bit abrupt in the end.(in both horizontal Positions) And I think I can hear a little bit of a scraping sound, but the balance wheel doesn’t seem to scrape anywhere. I then looked at the balance under the microscope and I think the double roller is not seated properly on the staff. 
I’ve added some pictures of the escapement and the balance, maybe somebody nows how I might be able to fix the watch.
