Is Watch Lume The Same As Glow Paint?

As per title. Is something like Superluminova the same or even similar to glowinc.com/detail.aspx?ID=41

Their blurb says it lasts for up to 24hrs.

I'm not sure but for what they say, the end result is similar. I'm thinking second hands painted "glow" red or any other "glow" color - rather than the regular non luminic paint -- to work with/match the actual superluminova of the minute and hour hands/dial of a watch. Sort of like a a mod.

 

In any case, I'm used to superluminova in a powder form that is mixed with varnish and thinner to a certain usable consistency. They are also mixing some luminic powder with paint. Therefore my reasoning.
