Removing balance staff

From the reading on this forum, I take it that the best way to remove a riveted balance staff is to use a lathe? Cutting down the rivet then use a staking set to push the staff out of the balance.

Or could you just push it out with a staking set without cutting the rivet? Typical newbe questions.

I will be watching again for sure. Probably what I am doing is trying to justify buying a second hand lathe.
