The base is 3.5x6 in roughly, cast iron with hammered paint finish. Very solidly made.

Tell you what the mechanics kinds remind me of......i dont think it is...but a ring stretcher.

Neverenoughwatches, I would say the same thing a ring stretcher

Here is the type I had very easy to use but You can't use it on rings with stones all the way round such as eternity rings.

Looking at it compared to OH's picture it does look like an alternative design of a ring stretcher for just bands. Instead of the arm that draws around the frame to turn the rollers the OP's makes use of a hand wheel and as Andy suggested the holding posts for the rollers, probably stack two or three on each post for various ring sizes.
