So these old pliers, the cutters are as rough as a badger's but i did sharpen the tip of the smallest one.  The end of the spring was annealed for about an inch for which the cutter sort of cut a slot, didn't exactly punch out a piece of metal it did in a fashion move it out of the way, so that would still need cleaning up and flattening out. It also cut through a hardened portion of spring as well, more with a punching effect but also tended to split the steel. To do this at the arbor end ? Not a chance would something like this, this size or even a lot smaller fit within the inner coils. As Frank quite rightly said at the very start, " there is no such tool for this " once the spring is coiled.
