Sand or bead blasting service

A very fine sand is needed for a fine, frosted finish. Probably a 50 micron or 25 micron sand.

If you have a dental lab in your city, they might do it for you if you ask them very nicely. But you'll probably need to mask the areas you don't want frosted yourself.

Another option would be places that do custom vehicle rims. They have bead blasting equipment.  I had a watch bracelet bead blasted a few years ago. The guy didn’t even charge.  Much smaller object than they normally deal with. As Hector says, you will have to mask out (kapton tape) the areas you need to protect.
