Landeron 48 Issue

I am working on a Landeron 48 and cannot get the sliding wheel low enough for the spike on the minute runner to engage it (sorry if not correct terms). I believe the eccentrics are really out of whack, but moving those few eccentrics to allow the sliding wheel to drop as low as possible still isn’t low enough to get any significant contact. I can get it to barely touch a tooth on the way by….any ideas?
