Tissot 709-1 movement in a ladies watch

I am servicing this Tissot watch. It works fine in the face down and other positions except face up. Would this suggest dirt in the balance jewels or am I missing something else. Any advice would be vey welcome. Thanks in anticipation.

Hi By the sound of it the lower balance pivot is broken, It would be thr first thing to check, also check the balance spring is not touching the plate or balance cock in the fail position and is lying perfectly flat. The lower jewel is also a suspect, dirty/broken or cracked.
