When did this problem start happening; and did it coincide with the watch taking a knock or being immersed in water? [For instance if the watch got bashed then the stem could be slightly bent which might be why it is difficult to set the time. Alternatively if the watch is not waterproof then water ingress could mean that parts are rusting which would explain symptoms].
