This is not riveted but just tight fit, the arbor must be slightly tapered where the wheel fits. If it is not enough firm now, the hole can be slightly closed by round tip punch.

microscopic acetylene torch might be an option. Although the preferred plan would be the quote down below.

out of curiosity looking in the Elgin parts book you could purchase the components separately or purchase them assembled. Then they all look like they just push on exactly is quoted down below although if yours fell off you might have to tighten the hole a little I would try first and see if it just pushes on. I suppose conceivably you could use a little Loctite. But it really should just friction on as that's the way it originally came.
