I definitely didn't take those wheels apart, like I explained, all wheels will spin in both directions when the rotor is off but the Drive wheel won't turn when the rotor is on

Check the operation of each pawl wheel individually. Holding the larger wheel stationary, you should be able to turn the smaller wheel in one direction only. The direction should be different for the two wheels. The one without the pinion should turn freely anticlockwise, the one with the pinion should turn freely clockwise.

I might have that backwards ... it's hard to visualise ... but they should turn freely in just one direction, and they should be opposite directions.
