Hi Murks,  brass bushes are used when the pivot hole has become too worn and allows the wheels to jam up. At this point the hole is reamed accurate and a bush inserted and a new bearing hole for the pivot is reamed in the new bush.  Cutting them on a Lathe is the usual method, they can be cut with a saw and filed down then finished on fine grit paper. It’s tedious job by hand but if you have no lathe it’s the only other way.
