New Hairspring And Balance Problem ?

Do i need to adjust a new complete  hairspring and balance ? So that the balance pin centers and are in to beat . Have no way of adjusting it after . As it is a fixed balance cook . Movement is a AS 1188 . The balance gives very short stroke and the pallet fork hits the banking pins . They hit so hard you can hear the ticking . Have two movements so i have tried to find all the best parts . The movement is working but the balance moves very slowly ?
