Citizen cal. 8200 balance wheel

hi, my name is Raymond and im from Paraguay. Im relatively new in watch repairing and even newer to this group.

Lately im repairing a Citizen Cal. 8200 mechanism. So i disarmed the whole thing and armed it again. So the problem since the time i got it is that the Balancec wheel will not rotate when placing in its place. I turned the winding wheel to wind the barrel, but it wont run. I also checked if the balance wheel wires (dont knos what they are called) are well distances and dont touch at any point. The fork is well placed and works just fine. So im guessing that the issue is the Balance Wheel becouse it wont jump back and forth like it should. If i  give it a little pusch, its runs for like 5 seconds and stops again.

Can someone explain to me what the problem is and how to resolve it. In my contry there are no watch repair shops, so buying a new one is not an option.
