Wobbly balance? Swiss Pocketwatch movement

Yes mate. You have technically what is known in the world  of watch repairer as  " a wobbly balance "  🤔  please keep this knowledge to yourself as these are closely gaurded secrets of the trade.

Seriously charette the most likely cause of this will be pivot damage. A close inspection of them is needed before you carry on.  Once that has been done then you either have your issue identified, or ruled out so you can carry on investigating.

I wouldnt rule him out. If you are basing this on his adverts he may just be bigging himself up to drum up business. Who doesnt ?  If hes not a particularly old watchmaker then its unlikely he will have time for you unless you have something to offer in return. But its always worth a try he might might be a really nice guy. After all they do exist , but most of us are here 😆
