I'd say 90 % of all Vostok 24XX calibers I've serviced have had at least one brass shim and sometimes two stacked together under the balance cock. So yes, very likely the problem.

Sadly i've lost that small piece, but i can assure you it was the broken off part from the fork holding down the 2 gears connected to the rotor and not the shim from the balance cock
