Hairspring Vibrating Tool.

Hi there, Can anyone help me with any information on how the lever to set the balance wheel in motion on a hairspring vibrating tool works?? I have obtained a vintage tool and on the end of the lever is a small shaped piece of spring which doesn't seem to do anything when the lever is moved.I presume that this should somehow set the balance in motion but at present it does not.I enclose a couple of photos of the tool.Many thanks,Regards, Seth.

Hi there , Place the tool down in front of you so that the pointed main body part is facing you .Then the way you set in motion is to gently rock back and forth with your thumb and forefinger on the small pointed handle you see at the front . Once in motion the spring that you are talking about is used as a brake to stop the balance wheel .just move the little lever  , you will see the balance stop . If the balance wheel does not move then you may need to check pivots and that hairspring . hope this helps .
