My balance wheel doesn't start after I wind the spring on my Seiko 6309a movement. I don't see any faults in the parts, though I am new at this. So I removed the balance wheel and pallet fork and bridge and the wheels take off spinning happily around, including the escape wheel. I must be missing a fault with either the pallet fork or balance wheel, or their interaction. Any advice is appreciated.

Without the balance, but with the pallet fork installed, does the latter jump back and forth energetically when pushed gently from side to side?

Hi. Leave the fork out and fit the balance and check for end shake nd freedom of rotation.  With the balance fitted use a puffer and give it a blow, should continue to rotate for  twenty/thirty seconds  if ok re fit the fork without the balance and wind the watch a few turns. Does the fork snap between the banking pins smartly if so re fit balance and observe.
