Got this smiths watch and I noticed the cowboy wasn’t on when opening up the case does anyone know how this goes back on or is it broken thank you

Welcome to the forum.

Looks like it was fixed to the balance so would look like he's riding the horse as it
ticks but the pivot has broken so isn't a simple fix unless you've got experience.

The cowboy used to have small bush welded to it. Now the bush has broke off, the bush is still on the pivot of the pallet fork. The pivot is intact, the bush can be removed from the pivot and laser-welded again on the cowboy

The placement of the numeral 5 had me thinking the cowboy was incongruously riding a racehorse.

Use care with all that radium, by the way.

I had a similar Chinese watch with Mau on it and his arm was attached to an extended pivot on the pin pallet fork, to make it look like he was waving - I took a short video of it:
