Your thread went every which way but loose 🙂.  So if one of the balance cap jewels is missing this will impact on how the balance oscillates. The endshake will be excessive besides the fact that the staff cone could be riding in the balance jewel when the pivot should be on the cap when that way up. The escape wheel and balance need to  be set to the correct height for each other so they have proper interaction and also have the same amount of endshake so their interaction remains the same throughout positional changes. If end cap is missing on one side of the balance then there is going to be some misalignment when that pivot is downside. That could well be your sticky problem .
