Old style balance staff remover, how used?

I occasionally see these old balance staff removal stakes come up for sale and wondered if someone can explain how they're used (as opposed to the threaded type that clamps the balance onto a staking block). My assumption is that this two piece apparatus gets inserted into a staking set and you merely hold pressure on the T end in order to prevent the balance arms from dishing upward while hammering the inner stake? Though if it is meant to be hammered, then I don't know what the knurling is for.

I stumbled onto the answer to this question, courtesy of Dave's Watch Parts. This seems like one to pass on, and save for a threaded K&D staff remover.

I have this tool, same idea. So the hub receives pressure from both sides.
