Is this stem broken

Hi again. I want to case this watch but there is a stem sticking out. Did that break off from the case it was in. I heard some watches have stem attached. It looks broken on the end though.  I pulled on it a little and it won’t budge.   Also is that lever supposed to stick out so far (even in wind mode)- it seems like it would be hard to case. Thanks again. I’m so lost!!

Not broken. The missing part is attached to the winder (button) above the tube which is part of the case.
