Wakmann Chronograph ETA 248 repair question.

I have this watch:

wakmann eta 248 chronograph

It has some water damage as you can see. The "wet" look in the photos is "liquid wrench" put on very sparingly to loosen the screws and, it worked. Just the screw heads are really rusted badly but they now turn. It must have been left face up as the rust is only superficial (mostly) and on the tops of the hammers and such. My question is, where could I send this for a practical restoration. I say "practical" since it's not worth spending a ton of $ on if it only renders a resealable watch that's going to go for 400ish bux. The push buttons are free, the mainspring and balance staff are good as well as the gear train. Dial and case are ok. It is what it is. I'm in the jewelry business for 42 years this year and it's getting harder to find ANYONE around Houston that does watch repair at a reasonable cost. So: any recommendations?

Oh, and in the last two pics it shows a little leaf spring w/a little "hammer" looking thing on the end of it... what is that??
