From a random lot of mostly clock maker tools:

What is the purpose of these pliers, with a 90° inward bend and a slot opposite? They are pretty large.

And how about this tool: it has a spring loaded central part that turns and locks into place. When unlocked, the central flat part is about 45° rotated from the two points, and even with them. When locked the inner flat is aligned with the points but slightly recessed in. Labeled Ullman Devices, PD-10

The second one looks like a screw starter. You wind it till the flat is inline with the prongs, put in the screw slot and release. The spring tension displacing the center section holds the screw making it easier to get it started in the thread without dropping it.

Oh wait, this might be for unscrewing tough screws. When locked in place, it fits over the screw head and if you push against the screw it unlocks and snaps 45° counter clockwise. Still hard to see how that could offer more torque than just unscrewing it manually.

 

EDIT: @tomh207 is right, and you can still buy this tool.
