Timing & Regulating An Elgin 832.....

I am having trouble regulating an Elgin 832 watch that has no beat or rate bars. Here is a picture of the movement and time graph.

I have cleaned and demagnetized it.

If it is cleaned and lubricated, it could be the mainspring is set and not giving enough power, hence the low amplitude. If the balance is short stroking that will have the effect of the watch running fast.

You know what I think this is the movement I had trouble with my finger cots getting stuck and broken in them. I have thicker finger cots now, should I try to clean the watch again plus the mainspring?
